<Steps for Naturalization Application Procedures>
1. Inquiry and Consultation
Discuss the procedure, estimate costs, reasons for naturalization, and confirm whether the applicant meets the requirements for naturalization.
2. Schedule a Preliminary Consultation at the Regional Legal Affairs Bureau
Accompany the applicant to the Bureau for a consultation with the officer and verify the required documents.
3. Collect Necessary Documents
Ensure all required documentation is prepared.
4. Prepare Application Documents
Draft the necessary forms and documents.
5. Submit Application
Accompany the applicant to the Legal Affairs Bureau to personally submit the naturalization application.
6. Interview with Bureau Officials
Following document inspection and acceptance, an interview with the applicant will be conducted by the Legal Affairs Bureau officer.
7. Minister of Justice Review
Documents are sent to the Ministry of Justice for review, followed by the Minister’s approval decision.
8. Approval Notification
The Regional Legal Affairs Bureau will notify the applicant of the approval.
9. Issuance of Identification Certificate
The applicant will visit the Bureau to receive their identification certificate.
10. Return of Residence Card or Special Permanent Resident Certificate
Within one month of naturalization, the applicant must return their residence card or special permanent resident certificate to their local municipal office or the newly designated domicile.
11. Notification of Naturalization
Within 14 days of naturalization, the applicant must notify their municipal office and return their residence card or special permanent resident certificate.
【Important Notes on Naturalization Applications】
・Naturalization approval is at the discretion of the Minister of Justice. Even if all conditions are met, approval is not guaranteed.
・If the applicant is under 15 years old, a legal representative (e.g., parents) must apply on their behalf.
・Be mindful of traffic violations, and report any incidents honestly to the Legal Affairs Bureau.
【Post-Naturalization Procedures】
・Complete procedures to renounce the original nationality and return the old passport at the embassy or consulate of the applicant’s former country.
・Update names on driver’s licenses, bank accounts, social insurance, and pensions.
・Change the status of residence for family members who did not naturalize, if necessary.
・Apply for a Japanese passport and complete other necessary tasks.
【Naturalization Requirements】
①Residence Requirement : Must have resided continuously in Japan for at least five years with a valid status of residence.
②Capacity Requirement : Must be 18 years or older and of legal adult age under the laws of their home country.
③Good Conduct Requirement : Must demonstrate good conduct, determined through a comprehensive assessment of criminal records, tax compliance, and behavior in society.
④Livelihood Requirement : Must have a stable livelihood in Japan without financial difficulties (evaluated on a family-unit basis).
⑤Prevention of Dual Nationality : The applicant must lose their original nationality upon naturalization unless exceptional circumstances apply.
⑥Compliance with the Constitution : The applicant must not have engaged in or been associated with any acts or organizations that aim to overthrow the Japanese government by force.
Note:
Sufficient proficiency in Japanese for daily life (speaking, reading, writing) is required.
Applicants with special ties to Japan (e.g., born in Japan, spouse or child of a Japanese national) may be eligible for relaxed conditions.
【Simplified Naturalization Eligibility】
The following individuals may qualify for simplified naturalization with relaxed requirements:
・A child (excluding adopted children) of a former Japanese national who has resided in Japan for three years or more.
・A person born in Japan who has resided in Japan for three years or more, or whose parent (excluding adoptive parents) was born in Japan.
・A person who has resided in Japan continuously for 10 years or more.
・A foreign spouse of a Japanese national who has resided in Japan for three years or more and currently resides in Japan.
・A foreign spouse of a Japanese national who has been married for three years and has resided in Japan for one year or more.
・A child (excluding adopted children) of a Japanese national who resides in Japan.
・An adopted child of a Japanese national who has resided in Japan for one year or more and was a minor under the laws of their home country at the time of adoption.
・A former Japanese national (excluding those who renounced Japanese nationality after naturalization) who resides in Japan.
・A stateless person born in Japan who has resided in Japan continuously for three years since birth.
